With reference to the above mentioned letter
we bring the following suggestions for taking further action.
Departmentalization of GDS by
declaring them as Civil Servants and grant all benefits of regular employees
on pro rata basis.
Item
no 2.Asseeement of work load of GDS Postoffice through point system
In the point system now used
to assess the GDS for fixation of
remuneration for GDS has to be abolished at a one time measure.The work load
calculated under the present point system is not correct.for example though
workload is calculated as three hours the GDS has to work more than seven hours
as like the Depatment staffs. Hence the
work load should be calculated as per the norms fixed for Department staff. The norms for Departmental staff is fixed for
only the statistics on the traffic handled by the Postoffice. The total traffic
of the Postoffice should be shared by the GDS also along with other Deparment
staff. The income and cost of the Postoffice should not be calculated for
retaining the Postoffice of the GDS. Since
POs are serving to the public only in
the interest of service.

no 3 UniformTime Related Continuity Allowance(TRCA )
As per mentioned in the previous para , we request to introduce pay scale instead of
TRCA.

no 16 Leave
EL-
EL should be granted to all GDS 15 Days for every six months in advance as per
the departmental staff.
HPL-
-HPL should be granted to all GDS 10 Days for every six months in advance as
per the departmental staff.
Matenity
leave, paternity leave— should be granted
as in the case of central goverment employees
17.Transfer
The norms for GDS should be relaxed and they may be transfered within circle/region/Division by the
CPMG/PMG/Divisional heads as per the request of the GDS. The condition for
applying transfer not less than 3 years should be changed as one year.
24. The
accommodation for the the BO may be provided by the Department by hiring a
house in the village.The Gds may be asked to search the accommodation in the
village on rental basis.
It is concluded that the GDS officials may be
granted pay scale on par with Departmental staff, This is the only solution to
remove the all parities in fixing the TRCA and even reducing the TRCA by ordering pre dated orders
Further pay protection to GDS was in existence
for a long periods. This causes the GDS may be reconsidered to protect the
salary to all cadres of GDS.
